I am trying to install a new PTF/upgrade of BlueFax, but I am stuck with the system message:

Installation

Press Enter to try to allocate the library again.              

Another job is using the database library. The installation 
program can not continue before the allocation of the database
has ended.

When updating to new versions of BlueFax you must make sure:

You are QSECOFR

The BlueFax subsystem is closed.

No users or jobs have the BlueFax menu displayed or active. You can
check this using the command: WRKOBJLCK OBJ(FAXDB) OBJTYPE(*LIB)

The list displayed in the panel: "Work with Object Locks" must be
empty and the text; "There are no locks for the specified object"
must be displayed.
