You can use anything from notepad over HTML kit to Eclipse / WDSc and microsoft .Net. The best way it to start with "NOTEPAD" and make your first "hello world".

The next step depends on your skills and what you have been dooing in the past:

WebDesigner: If you have made web-sites you will know Dreamweaver or Frontpage. Both are exelent tools and supports the ASP syntax which is the core of IceBreak. If you are going for Frontpage the use "Frontpage 2003" or later - because the ASP support is best. Prior versions tends to alter you code and make programs impossible to run.

Websphere developer: You can use WSDc or Eclipse and select the JSP perspective since the ASP and JSP syntax is the same

Microsoft .Net: You can use the full suite of Microsoft development product: The old InterDev from "Microsoft Visual studio 6" is not a bad choice - it is very fast and has html and DOM syntax checking. You can also go with "Microsoft Visual Web Developer 2005 Express Edition" which is free for download
